TCSI has the problem that they are burning cash and losing money. You have to know something about the company and its products (which I don't) in order to expect a turnaround, or else the low price/cash ratio of 1.1 isn't all that appealing. In this case, it might be that the market is pricing the stock at forward expectations of cash, which will be lower.
