This is the problem. Cookies encourage people not to remember their UserID and
Password. When a user switches computers (work, home, school, multiple computers at
these locations), a user no longer has a cookie. Many people often decide to re-register.

I agree. The question is how many people have access to more than two computers? One at work and one at home.
