For all intents and purposes, successive administrations would have very little
lattitude in the budget without raising taxes.

there would be no need to raise taxes, in an environment where growth in the tax base was being stimulated by a responsible fiscal policy. Paying down the debt would lower interest rates, and consequently, high growth business would be able to expand at low cost. Furthermore, the reduction in debt burden would eliminate the need for
higher taxes. As the results of the program bear fruit, tax reductions across the board could be adopted. The republican bill being pushed through, to lower taxes, is an obvious ploy to buy votes. The bill is premature, and furthermore, tieing the tax cuts to a reduction in interest paid on the debt is a shameful way to try and manipulate the acceptance of the bill, without actually accomplishing the goal of the bill (which is debt reduction). Don't tie the tax cuts to interest payments, tie the cuts to actual results! Lower the debt and you get back x dollars.
