I am not sure I see it the way you do. Heres why;

1) NYCT expects to select the initial company to begin Phase 11 by October (expects doesn't mean will) delays could occur.

2) Phase II involves resignaling the entire Canarsie Line and 160 new R143 cars. This work includes CBTC equipment, new interlockings and an Auxiliary Wayside System (AWS) and associated equipment room construction. I don't have any info but I would expect this will take some time to build this infrastructure. I would think that as Kasten's role is the ongoing communications when the system is up and running that KCA's payments will not begin until then. When will that be? Next year sometime.

3) Phase 11 is a 5 year contract worth $100 Million, $20 million /year. How much of this $20 Million is going to Kasten if its 20% as you say that is only $4 million. This is not going to light much of a fire in the stock.

I am open to correction or clarification but these seem to be the facts as I understand them.
