Daniel,

Based on my knowledge of the company, PSINet's backbone is T-3 from coast to coast with with ATM switches at each hub. They may lease the T-3 lines from MCI, WCOM, etc., but they don't just pop a router on top of the T-3 lines like other ISP's do. The use of ATM switches allows PSINet to control the lines at the data level which allows them to provide services like PVC's(private virtual circuits-private amount of bandwidth within a T-1, say 256k ,dedicated to private,secure transmission of data) which allows customers that utilize PSINet's network to set up a private corporate intranet within PSINet's public network. This saves corporations money due to the fact that they no longer have to lease expensive point to point lines from the phone companies.
