The NERVA wasn't pulse. It was steady-state; hydrogen pumped through a hot fission core and exhausted as a classic rocket jet. It promised an Isp of maybe 900 sec; compare with a "best chemical Isp " of 450 (mmmmaybe as good as 480) sec for a hydroxygen system.
The advantage of a NERVA was high thrust and high thrust fraction. The downside is of course the need for heavy shielding if manned vehicles are designed.
