Well on the drive time matter, think about this... in all cases you need to go through SF city and over GG bridge to go from San Mateo to San Rafael. SF is a city with no freeway passages. You can either go down a "main drag" Van Ness and right on Lombard and over GG bridge, or down 19th avenue to GG bridge, wait in line for the bridge toll and over. Have you ever known any major city (much less one with SF geography) where you could commute directly through the city south to north in less than an hour on side streets? If somebody asked me how long it would take to drive through any major city anywhere on side streets I would assume the better part of an hour. How long does it take to commute through Boston, south to north on side streets would you say? And then to go over the GG bridge, wait in the toll line and all? This is not including the rest of the commute.

I wouldn't even think of making this argument about commute times if it were Boston we were talking about, driving through major cities on side roads is extremely time consuming, there is no leap here in terms of logic, to me its just obvious.
