I am not sure if you understand the situation. Currently, Apple holds
the control card regarding PowerBook licensing authority. Unfortunately,
Apple provided the license to IBM and hence IBM could license PowerBook
to itself as well as sub-license to other companies. If IBM sub-licenses
it to the clone comapnies, Apple would lose this control card.

The point is clear that IBM tries to use this advantage to control when
Apple can port the new OS to WinTel since it will impact Mac sales and
indirectly affect PowerPC chips sales.

Will IBM enter MacOS platform market? I think it is not now, but maybe
in the future depending on the situation.
