The first one posits that the people you mention should have an internal locus of control, that they are responsible for their own actions. I agree 100%, with the exception of young children. The second posits an external locus of control, and I disagree. There are places in D.C. where the majority of citizens act responsibly, and they are fantastic. There are places where the citizens have surrendered, or never shouldered, their obligations, and they are horrible.
