Your technical analysis aside (because there is merit in it), there isn't any indication of any "downside" in the major tech stocks. The shorting is a seasonal technicality. You'll likely see a bout of it again in about 6 more months - although the fact that mutual funds shake up their portfolios in October could lead to an early onset.
All in all, ORCL is positioned to continue battering its competition. The "down" cycle in the industry was a result of several companies suffering at the hands of ORCL. That will only continue.
The internet stocks are overblown, and are suffering mildly, but the real ones will bounce back nicely soon (AOL, YHOO, EBAY and any others that make a penny or two), as people realize that the pretenders are just that (AMZN and its kin).
But no matter what...ORCL makes money off of almost all these companies - so up or down, they still have to pay ORCL. Or their sites won't work. And then they're really in trouble.
