Yes, the number of shares available for trading will increase by roughly 10 percent.

What implication does this have to small investors?

Ancor will have roughly $4/share in cash and coverage from at least five analysts. (as opposed to a month ago when they had a quarter in cash and one analyst.) With financial concerns behind them the stock should be more free to continue north.
