I have no idea whether your analysis is correct, not having seen any figures by state for birth rates for teens. But if indeed your analysis turns out to be correct, wouldn't the government of a world class city have programs to help these young mothers, prenatal programs to assure that the babies are born healthy (in addition to being the right thing to do, providing free and extensive prenatal care to those who need it has a very high cost-benefit ratio in cold dollars and cents), and other programs appropriate to solve the problems of the population? Can a city which doesn't take care of its babies really be a world class city?

Maine may be a cold and forbidding place in winter (I have spent some winters there so I can say that!) but it has some very child-friendly policies.
