However, you forgot to mention the fact that no matter what transpires during the trading halt, 15C-211's must be filed after the SEC halt is lifted on Aug. 4, 1999. This must be done in order for Upca to resume trading on the OTC BB again.
In order for you to see that upca is no different regarding filing the 15C-211's, I have included a quote below from the SEC trading halt as it applies to Uniprime securities;

Recent results of SEC halted companies to resume trading. I would also point out that all are beyond their suspension dates. In other words, once the 15C-211's are filed and approved, these companies can resume trading on the OTC BB.
