I don't stop until the bull is dead: Your operator is also holding the copper, that carries our BS from PC to switch. Again, why is he going to upgrade the core -using ERICY souped up AXE- if he is not willing to invest in new technology in this copper line that connects to your house?

I tell why: Because your operator makes a hell of a lot of money leasing lines for businesses. If he upgrades you copper, and offers you a reasonable priced new service, this revenue stream from the businesses will vanish because the businesses will start using the same technology from day one.

I look this site here
uia.org.ar

to see the amount of money being invested in ifrastructure in South America. There is NT, LU, CSCO and ERICY raking in the cash.

Even Telmex is doing the same now. They prefer to invest in POTS to supply a ten-year waiting list in Nicaragua than to provide more sophisticated services in Mexico city.
