I'm waiting to hear of a city that qualifies. Also to hear who you think is supposed to do the creating.

Most cities can be decent places to raise a family if the family has the means and the knowledge to seek out the decent places.

I wouldn't raise a family in New York City, and I wouldn't send a kid to CCNY. Would you?
