What dictionary did you use?
BTW, my dictionary says, amongst other things,

1. O interj. An exclamation used in direct address, especially in earnest or solemn appeal, as in

O Lord!

O my countrymen!

An exclamation of surprise, disappointment, fear, longing, etc.:
O dear!

O Mr. "maouse" is wrong again!

O to consign astrology to limbo!


3. O and oh are sometimes used indiscriminately,

but O is the generally accepted form for direct address.

O is always capitalized but never directly followed by a punctuation mark.
Oh is capitalized at the beginning of a sentence and is followed by a comma or an exclamation mark, as in

Oh! How could you?

Oh, and by the way.........
