I did read it and believe your painting too dark a picture of the article. CES revs 81.6m/1st Q-99 verses 31.5m for 1st Q98 and growing.
Agreed EES revs are down but because a couple customers went bankrupt, "you mean they don't have to pay me!" and discontinuing unprofitable prepaid calling card programs.
The one time charge is in the past and they'll sign new customers. Hopefully ones that pay their bills.

fwiw=0.00, I wouldn't go short.
