For a biotech exec, it can be lot more palatable to expense as you go rather than have to write off a "whopper" when it proves to be a DP (dead player). Many companies have built a lot of plant- cleanrooms, fermentors, fill lines and the like for product lines that didn't work. That's a lot of capitalized expense on risk and nobody wants to be the poor SOB that has to write it off. Expense as you go is pretty conservative- and I think encourages management to spend wisely rather than just capitalize the whole mess for somebody else.
