If I took that report at face value, I would sell everything in my portfolio and invest it all in IBM.
My experience with IBM is such, however, that if you had a business of any complexity, no matter how small, it would cost you more than $85,000.00 for IBM to come in and do a BPR (Business Process Review). They would interview all your key employees to find out as much of your business as they could. (This is the equivalent of lending them your watch, and they would tell you what time it was).
The $85,000.00 would be the tip of the iceberg. This is followed by feasibility studies, computer system design, programming, testing, implementation, and documentation. For larger systems, there are many more steps in between.
My guess is that Rudedog decribed a real trivial website (If he provided the URL we would know for sure) and there are 10,000 website designers out there that could have done the job for less than $25,000.00.
Just my guess.
