RESEARCH ALERT - Intel raised to buy

NEW YORK, July 27 (Reuters) - SG Cowen analyst Drew Peck said hie raised his rating on semiconductor maker Intel Corp. Tuesday to buy from neutral.

-- In a report, he raised his estimate on 1999 earnings a share to $2.33 from $2.25.

-- Signs of rising sales promotions for personal computers will be a ''positive'' for Intel in the second half of the year.

-- ''Higher capacity utilization will mean decent profitability, even from low-end processors.''

-- The long-term outlook ''is still hazy, but short-term gains will push INTC higher,'' he wrote.

-- Intel shares could reach $75 to $80 each by the end of the year.

-- Intel was up 2-1/2 at 65-5/16.
