MCOM has such a service via short-range FM that runs at 28kps, soon to be 128kps. Beware before comparing data rates that you are comparing apples vs oranges. The 28kbps data rate of the MCOM system is the rate of a SHARED channel. It is not the data rate that one user will see, unless there happens to be no one else in the area.
