Along with the Y2K precipitation failure, don't forget that any Y2K failure of any kind will cascade throughout the entire system (you know THE system) like the 'butterfly flapping it's wings causing a hurricane somewhere' philosophy. Upon the failure of a single bank vault or street light, immediately your neighbors will turn into armed Duke Nuk'em thugs, out for every gram of your vacuum packed wheat.

All sense of community and humanity will be lost, chaos will instantly reign and those around you will be content to watch others (especially the very young and old) starve, freeze and dehydrate. As in most emergencies, it will bring out the worst in all of us, a human life will be worth than a half charged double AA or a rusty can of Spam.
