Angela, the stock price has declined steadily for a number of reasons:

Lack of analyst coverage.
Lack of impressive news releases.
Soft earnings.
Markets down.
Interest rate fears, etc.

Not any one factor is the sole cause for the decline, but they all contribute.

But IMO, I don't think that the quality of the stock price has any bearing on the company achieving its goals.

The company has said that a number of goals would be achieved, such as the Dublin office, revenue from licensing agreements, partnership agreements and alliances, B2B.

In my opinion, I think the company is making progress in these areas and it will only be a matter of time that these activities will result in better financial results.

The company is on record of achieving $50 million in revenue. I know that it is nothing relative to other auction sites, but it is a significant improvement year-over-year for BIDS.

Remember that this company is not just another auction site. It will derive revenues from different streams, it just takes a bit of time from a standstill.

But still, only average down your initial investment if you feel comfortable with where the company is headed. Only you can make that decision.
