I listened to President Clinton's speech on CNBC on the budget surplus, and he was in favor of using it mostly to reduce the debt. It's interesting BTW that none of the other "libral" media carried his message live. CNBC carried all of Greenspan's testimony, and only part of Clinton's.

In that respect Greenspan agreed with Clinton. "As I've said before, my second priority is if you find that as a consequence of those surpluses they tend to be spent, then I would be more in the camp of cutting taxes, because the least desirable is using those surpluses for expanding outlays."

He would be in favor of a tax cut only if the surplus was used for new spending, rather than decreasing the debt. If Clinton would use the surplus to decrease the debt, then Greenspan agrees. It is you that has a perception problem.
