This only happens if you have files sharing on your drives. Since everyone in your IP block is on the same local network as you when you are on cable, they will be able to see your computer as part of their network if you leave the file sharing option on. Turn it off and to be extra sure use a firewall and block ports 137, 138 and 139 for UDP and TCP protocols.
