Based on all reports I have studied for over a year, there will be so many disruptions along the entire chain of wellhead to gas pumps (and utlitiy companies), there will be only a miniscule amount of gas available to the masses for many, many months, and it continues to look more and more as though it will be rationed(there are not totally confirmed reports of gas ration books already printed up), in any case, with prices that few could afford, in any case. Keep in mind the potential for banking collapse or the masses being unable to cash in their electronic funds, or even access them.
Remember, on a scale of priorities, the masses will be the LAST in line to receive gas.
Thus, gas tax revenue, under almost any senario will not provide any meaningful revenue for the govt.
For the local tax agencies, based on the likely number of both bankrupties expected, particularly by small/mid companies, as well as the enormous supply disruptions expected in so many chains for so many consumer products across the board, particularly oil by-products, it cannot be foreseen how the local vital services can afford to be maintained at any level near normal.
Thus, we have a potential of an enormous scale-back of such crucial and life-saving services as police, fire, paramedics, health, etc.
You are frighteningly correct, that there is far too little time for the IRS to create and have in place a substitute system- logistically, it would normally, in the best of time, require at least 1-2 years.
Very, very few people, and almost no one else on this site recognizes the potential deevolution of society that would occur without the IRS being able to collect taxes, much less have full enforcement powers.
WITH AN ORGANIZED, ENFORCED SYSEM OF NATIONAL AND LOCAL TAX COLLECTION:
.....SCORES OF MILLIONS OF PEOPLE DEPENDENT ON WELFARE AND TAX REFUND CHECKS TO SURVIVE WILL TAKE TO THE STREETS, RIOT, AND LOOT, IN ANGER AND OUT OF DESPERATION!!!
.....THE ENTIRE POLITICAL STRUCTURE WILL COLLAPSE !!!!
.....THE ENTIRE ECONOMIC SYSTEM, STARTING WITH BANKING AND THE STOCK MARKET, WILL COLLAPSE, AND WOULD BE REPLACED BY A FAR MORE SOCIALISTIC SYSTEM!!!!
