[A Question for the Thread: What does this development mean in terms of advancing Internet Telephony?]

Nineteen network service providers and telecommunications companies have
formed a working group to develop an open Internet billing standard.

The standard, called the Internet Protocol Detail Record (IPDR), will enable
Internet service providers to deploy a range of value-added services and
network applications. The working group was coordinated by TeleStrategies
(McClean, Va.). The group plans to reach agreement on IPDR by the end of the
year.

IPDR establishes an open format that stores data about any Internet activity.
The data then can be referenced by any network service provider. It will
ultimately enable integration between IP networks and the service provider's
operations support and business support systems. With this format, end user's
activities on the networks can be correlated with business decisions and
processes on the carrier side.

The IPDR will also enable the development of common billing procedures, so
IP-based calls can be easily routed between different carriers.
