Perhaps, reading about it from the Department of Defense would help. defenselink.mil The issue is towards the bottom of this article. In this briefing by the Secretary of Defense, he also notes the issue. It is not quite one-half down the length of the statement. defenselink.mil These statements put the issue in a matter-of-fact format.
