You tried to make a simple statement about the complex problems MSFT is facing with WinCE. WinCE is declared by analysts that it will kill Palm by last year - it did not happen for a reason. Palm is getting more market share.
WinCE for handheld has 5 different processors to handle, history shows MSFT can never make it work on more than one processor. WinNT was said to be able to handle MIPS, Alpha, Intel processors. It can never make MIPS and Alpha successful - due to the difficult to make enough software running on this platform.
5 different processors mean the software will never be binary compatible, and software vendors need to test 5 different platform every time it releases a software - nearly impossible task. This is the reason why Palm has way more software than handheld WinCE devices.

Another advantage Palm has that Apple never has - hardware cost advantage. Palm is small real-time Kernel, its OS is abut 20K size, WinCE is general purpose OS, its size is more than 100 times of Palm OS size (2M). Bigger WinCE OS means higher hardware cost, much shorter battery life, less reliable and slower. 2M memory on Palm is quite useful, winCE at 8M is slower after entering 100 addresses. 75% of Palm users use less than 1M of Palm's 2M memory. 3COM can cut Palm hardware to $120 and still makes money, no WinCE devices can. MSFT upcoming WinCE clearly is not addressing these problems.
This is different than Apple vs Windows. But I do think WinCE will success as subnotebook where only Intel-compatible processor is used.
