There are lots of reasons.

1) This market segment favors enormous scale, integration and product breadth.

2) The reliability/MTBF requirements are so stringent that development and testing burdens are too overwhelming to justify the scope and duration to qualify as attractive investments for most VCs.

3) I won't even bother to talk about the availability of optical scientists.
