I would agree ALTR is trading at a discount to XLNX, and tends to catch up. The discount is less than you state though.

ALTR mkt cap = 6.964B
XLNX mkt cap = 9.674B

XLNX is at a 39% premium to ALTR.

Earnings estimates are:

ALTR yr end Dec '00 = 1.34, a PE of 26
XLNX yr end Mar '01 = 1.66, a PE of 37

XLNX is earning about 24% more, and is rewarded with a much higher market cap and PE.

Following this logic, you'd conclude ALTR has about 15% upside, or conversely, XLNX 15% downside. The street is in love with XLNX right now, so it seems hard to buy at nearly 10B. ALTR at nearly 7B is pretty high too! At these PE's the slightest hint at slowed growth would be cause for a cratering in the prices.
