I believe there is a federal law at least encouraging use of biometric ID on driver's licenses.

However, that is not the same thing as "a national database of people." Biometric information contained on driver's licenses (presently done in a few states, including Texas) is contained only on the driver's license. There is no large database. I tried to explain this in my previous post which was, as I suspected, a waste of bandwith.
