yes, the web site plainly says that First Security will "Monetize equity in securities that are subject to restrictions, lock-ups, or legends with various Restricted Stock Loan programs." Anybody can get a home equity loan. With the right discount I would 'borrow' the money to a restricted stockholder, yes. Then I'd promptly short the stock to lock in my gain, and get paid a nice short rebate while I wait for the terms of the deal to expire. When the stock becomes unrestricted it's delivered to me and I use it to cover the short sale.

You are right, we're beating a dead horse. You and Mike are wrong, and insisting that you're not won't change that in the least. I'm not going to waste a long distance charge because of your misperception.
