Ali, he's talking about device sharacteristics, as in individual transistors. I imagine he gleaned his opinion from papers published on Intel's P858. It's the process thingy. Device characteristics play a pivitol role in determining how far a given process generation will take you for Fmax on completed designs, amongst other considerations.
