A few days ago in one of the Jakarta newspapers, there was a Mining Minister speaking on this very subject. He made suggestions to the effect that if there was criminal doings on the part of Bre-x, that the Indonesian government was within the law to cancel the CoW, with no compensation to Bre-X. Of course, that sure wouldn't encourage any other juniors in Indonesia. I think this is too hot to touch now, because the Indo's won't take kindly to this and you can bet your last dollar they will take some type of punitive action.
