To be honest, anytime the goverment starts collecting data on individuals, it ends up in a large database.

I am not talking about a covert ops NSA computer somewhere that keeps tabs on everybody. I'll use the fingerprint database as and example.

Originally, when fingerprints were first computerized, they were scattered across the country. Large states maintained independent databases, the FBI had one, and I believe that military had thier own as well. In addition to these, a program in the early 80's began collecting the fingerprints of children, in case they were ever kidnapped, for identification when found.

What happenend to form the national database that we have now, is that all of these computer records were centralized. Including the database of records on the children, which were not criminals, or in secure industries or areas.

It's my assertion that the exact same thing will happen with state maintained biometric records. The goverment has a long history of ignoring promises made by prior administrations. The social security number is technically illegal to be used for identification. So, what's the number on your driver's license?
