U.S. plans debt buyback

Treasury Secretary Lawrence Summers is expected to announce Wednesday
that the cash-rich USA will buy back some of its debt as the government's
borrowing needs diminish. The buyback could act to lower long-term interest
rates at a time when the Federal Reserve is debating raising short-term rates
to check the threat of inflation from an expanding U.S. economy.
