Translation:

"We're armed and dangerous and we think we can hit you where you live, or at least on your "left coast", so don't even think about launching a pre-emptive invasion against us, in an attempt to free our politically and economically impoverished masses".

Do not worry so much about what aggressive action they may take against the US. Even the N. Koreans aren't foolish enough to open themselves up to such a massive nuclear retaliation as we'd launch.

Their despots just want the US to know that we can't back them into a corner.
