I never heard of a mining company being required to have a federal liscense. Mine doesn't. As to permitting, it depends on what you are doing and where you are doing it. In AZ, if you are on private land and not discharging anything, you could possibly operate without any permits. If you are on state land, you have to have state permits. If you are on federal land you have to have federal permits.

In Colorado you have to have state permits if you are on private, state or federal land. World Vanadium has no such permits in Colorado.

I have seen recent estimates of as many as 28 permits required for a gold mine operating on federal land in Arizona.

Before I invest in a company like this, I want some meat. I want to know exactly where the properties of SMM and WVC are located, how their reserves were verified, who are the management of these companies and I want to see a list of all of their permits and where I can verify them.
