Overall ML considers access reform proposal "a modest negative over time". Markets overeact and summer heat blow-off in full cycle apparently. Teligent's sunscreen working better than others. Whether
institutions read through research reports during dog days, seperate wheat from chaff, and buy up from returned lows are open questions to me too.
