[WinStar Supports Proposed Regulatory Changes On Special Access Charges]

NEW YORK--(BUSINESS WIRE)--Aug. 5, 1999--WINSTAR COMMUNICATIONS, INC. announced today its support for the proposed regulatory changes on special access charges.

"As a provider of switched voice and data services, WinStar derives no revenue from special access-related business," said WinStar chairman and chief executive officer, William J. Rouhana, Jr. "WinStar believes that the proposed changes will increase competition in the provisioning of special access related services. As a buyer of a significant amount of special access capacity, WinStar should benefit from any cost-savings resulting from the proposal."
