J.Y.Wang--I am in a Search and Rescue unit and have been a member for 16 years.
We have never had a 'celebrity' go missing off our coast. Still we have had searches that were extensive and used many agencies. I don't know the cost but it had to be a lot for some of the searches. No one to my knowledge was bean counting at the time. We were trying to find and help people in trouble. I have worked with the Air Force, Coast Guard and a large number of state and county agencies. When we ask for help they invariably provide all they can.
We often critisize our government and perhaps justifiably so for many things but this is a service that is provided for simple humanitarian reasons and a lot of credit should go to the agencies involved. I have seen searches that went on perhaps longer than they should but the converse is not true. If there is a reasonable chance of locating someone, they will continue to look. If you or a loved one is the victim, that may be the one solid reason you have to hope.
I doubt in the overall scheme of things very much money is being spent nationwide for search and rescue operations and even less misspent. And this provides a safety net for all of us. If you want to address corporate welfare, pork belly projects, military overspending, and boondoggles you have a good case. But not in this area in my opinion.
