Europe is not a valid comparison, because in Europe there is no free, unlimited local phone call. People pay per minute for even a local call, and then the ISP recovers a portion from the telco. So its just cost shifting there. Free to the customer maybe, but not zero use or subscription revenue to the ISP. Here, who will pay the telcos for the use of their phone lines when the telcos are spending millions upgrading their lines to DSL by buying equipment from Coppper, Paradyne, Redback, etc? It's not going to be charity on the part of the telecos.
