Dave, Bid and Ask are posted but not fixed. If you, as in your example, see .25 X .27 it means that someone is willing to sell at .27 right then. You can certainly offer to pay less, for example .25 or .24 but it doesn't mean you'll get it.

Generally speaking, surrounding each offical bid/ask are buyers and sellers wanting to buy if the price goes much lower and some wanting to sell only if the price goes higher. Sometimes there standing "good until canceled" orders at a particular price, more often orders are placed good only for that day.

Sometimes a broker will get an immediate order to sell regardless of getting the posted bid. In that case the price may flucuate down enough to allow you to pick up some shares at the bid. On the other hand a large buyer may suddenly appear eating up all the current priced shares driving the price up until the order is filled. If more buying follows the higher price holds.

Today for example when I wanted to buy the bid/ask was .24/.255
I told my broker to place a day order to buy at .25 A half hour went passed and no one took my offer price so I told my broker to take the posted price of .255 as I was worried the end of the day might see a small rally wiping out what I feel was a good opportunity. Tomorrow, who knows, perhaps .22 will be the good price of the day, or perhaps it won't go below .30

The point is you can order at whatever price you want but you take your chances on getting your order filled if you feel its opportune. The same holds true when selling, you can name your price but the fish might not bite.
