I really like both your suggestions, Bryan. Best of all, they should not be hard to implement.
But they would have to be implemented together. It is quite true that many technical questions HAVE been raised and answered, more than once, on various threads; most frequently, I would guess, on the Welcome Thread. But on those threads, most of the relevant posts have probably gotten lost in the shuffle. So an effort should be made to direct posters specifically to the Tutorial. Of course, you can't forbid them to take their questions elsewhere; but maybe some sharp-eyed volunteers would pass the answers along to the FAQ.
At the same time, I would hope you will proceed with a "regular" FAQ as well. That is, one that answers questions that are not necessarily asked frequently, but probably should be. For one thing, people are not likely to ask about a feature they don't know exists. After two whole years here, for example, I just learned that you can search a thread for the posts by a particular individual simply by typing his/her user number in the search box! And even then, I did not know how to find the user number itself! (Somebody told me.) And I will bet you dollars to doughnuts that the majority of SI users today do not know of that feature!
