I guess you must be right since I seem to be the only one questioning that lack of explanation. Thanks for your responses.

Here's another question: Suppose Nasdaq and NYSE merged and instituted a central electronic limit-order book, doing away completely with market-makers and specialists. IMO this would result in tremendous liquidity. What would be the effect on VWAP systems? I would think they would lose a lot of their business.
