I had the same impression as you did, only I was thinking that at the time of the analyst's revised price target, ASPT was trading in the $10+ range, which means they're expecting the stock to appreciate 40-50% AND YET THEY STILL HAVE A NEUTRAL RATING! Strange, but true.

However, there is indeed a rhyme and reason to it all:

It's called accumulation by the analyst's firm (or their clients).

They raise target price while keeping their rating at "neutral" to give themselves headroom for ratings upgrades later so that their accumulated shares appreciate handsomely.

Neil Siegel: The reason ASPT dropped in the fall was most likely due to ASPT's issuance of convertible debentures, which, as we see now, was an excellent strategic move because at that time, undoubtedly, management was plotting their current new direction and realized they'd need capital for new product R&D for the CRM Portal. The best time to get (qualify for) capital is when your company looks like it doesn't need it. The plunge in the fall may have been related to shorting activities associated with the convertible debenture issuance.
