OT:

Actually, the 4 individuals showed up at the metro bus pick-up point the cops were mandating the Nazis had to take. It was some 50 miles south of DC (probably in Frederickburg,VA) but they apparently didn't belong to the group that was organizing the rally.

Question: If you sign a permit to hold a rally and you decide not to carry it out because of weather, can the DC govt force you to rally??
