Walt,
This is certainly an interesting approach. SI now limits new members to five posts/day, for new members for a certain time period.
As I see it, the problem with limiting the quanty and/or timing of posts is that to be fair, such a rule must apply to everyone. And if applied to everyone, some valuable contributions will obviously be lost in the process. For example, one member wanted to post a message on this thread, but couldn't because of the 5-post SI policy limit. That's an unfortunate loss.
As applied to this web site in general, SI's 5-post policy over a specified time period is understandable in terms of the site's history of being inflicted with troublemakers. However, for any given thread wtihin the site, I'm not too sure a quantity/timing restriction would be advisable.
My thinking is that once a perpetrator has been identified, corrective action needs to be taken long before it gets to the point where people request a quantity limit for such an individual. Once a perpetrator gains a foothold on a thread with multiple posts, the perpetrator gains a following.
Once a following develops, it becomes a matter of "politics" as to how best to manage the situation. That's why I think it's advisable to deal with a perpetrator early-on, and with vigor. This is where the person initiating the thread comes into play. Hopefully...
