New, uneducated users have never had to bear the burden of 4.8 kb/s, or even 28 kb/s. They will seek instant gratification and settle for nothing less. I don't know if the following goes towards answering your question, and if not, sorry... but I'll pass it along just the same.

The other day I had this kid who is aspiring to implement a neighborhood ISP looking over my shoulder while I was composing a report. He was able to distract me to the point that we examined Amazon's web site and we picked out a book for him to read by Huston titled "The ISP Survival Guide." After that I made several attempts at shewing him away, but then I resigned myself to being the owner of a new pet. He was situated in a chair, and was there for the duration.
[This is a pimply faced teen-aged [boy] friend of my 15 year old daughter's from school, a really good kid for the most part, who you just want to give a knuckle-nuggie right atop his head at certain times, based solely on general principles. But I am indebted to him at this point, for a lesson he did teach me.]
He asked, "Mr. C., so you have your own consulting business, eh? How do you commercialize your business?"
'Is this some new kind of English to be learned on MTV,' I thought?
"Commercialize" sounded a little vague to me, so I looked at him a little quizzically, so I asked,
"Do you mean, do I have a web site, and how do I advertise?"
He replied,
"No, not only that, but that too... but I mean, Mr. C., how do you conduct all parts of your business, in general?"
Of course, he stated something that I've come to know and understand, cognitively and intellectually speaking, but never really internalized up to that point. I almost put him on retainer, right on the spot.
Score another one for the kids.
